He's between Industry, self-denial, thrift, knowledge, labor, & capital taxed, and Idleness, Vice, shiftlessness, & ignorance. The gentleman working hard has a chain around his neck, with a weight labelled "Income Tax....the more you work, the more taxes you must pay."
