This is a black & white print of a rather complex political cartoon, from "Harper's Weekly". This cartoon depicts 2 men, one is pouring ice water, from a pitcher labelled "Cincinnati Commercial". The gentleman being doused with cold water has cards flying out of his pockets and a card in his pocket saying "Red Hot for Tilden". In front of the 2 men is a Spittoon with "Reform is Necessary" on the front.
